April 5 (Bloomberg) -- Federal Reserve Chairman Ben S. Bernanke said policy makers must watch inflation “extremely closely” for evidence that rising commodity costs are having more than a temporary impact on consumer prices.

“So long as inflation expectations remain stable and well anchored” and the rise in commodity prices slows, as he’s forecasting, then “the increase in inflation will be transitory,” Bernanke said yesterday in response to audience questions after a speech in Stone Mountain, Georgia.

“We have to monitor inflation and inflation expectations extremely closely because if my assumptions prove not to be correct, then we would certainly have to respond to that and ensure that we maintain price stability,” he said.

The dollar rose against the euro and yen after the comments, which are similar to both Bernanke’s congressional testimony and the statement from the policy-setting Federal Open Market Committee last month. He told lawmakers March 1 that Fed officials “continue to monitor these developments closely and are prepared to respond as necessary,” while the FOMC said on March 15 that it “will pay close attention to the evolution of inflation and inflation expectations.”

The dollar rose to 84.36 yen at 10:11 a.m. in Tokyo from 84.06 yesterday after earlier touching 84.49. Against the euro, the dollar strengthened to $1.4199 from $1.4221.

Responding to another question yesterday about housing, Bernanke said that the Fed expects a “very high rate” of foreclosures this year, which harms home prices and construction and creates a drag on the recovery, which he said is “not as strong as we would like it to be.”

Price Gauge

The Commerce Department reported last week that the Fed’s preferred price gauge, the personal consumption expenditures index, excluding food and energy, increased 0.9 percent in February from a year earlier. Including all items, prices rose 1.6 percent, compared with a 1.2 percent 12-month increase through January.

Fed officials aim for annual inflation in the long run of 1.6 percent to 2 percent.

Bernanke, in his response yesterday, acknowledged gains in prices of commodities including metals, grains and energy. The national average price of gasoline rose to $3.55 on March 15 from $3.07 on January 1. Gasoline rose further after the Fed’s meeting to $3.66 on Apr. 3.

The FOMC, led by Bernanke, said after its last meeting that the economy is on a “firmer footing” and affirmed plans to buy $600 billion of Treasuries through June. Bernanke hasn’t said what he favors as the next move for monetary policy after that.

Close to Zero

The Fed has kept its benchmark interest rate close to zero since December 2008 and last month reiterated it would remain there for an “extended period.”

Even so, some policy makers who have broken with Bernanke before are discussing the need to tighten credit. Philadelphia Fed President Charles Plosser, who dissented twice from decisions to lower borrowing costs in 2008, said April 1 in Harrisburg, Pennsylvania, that an increase in growth or inflation expectations may “suggest that it is time to begin taking our foot off the accelerator and start heading for the exit ramp.”

While Bernanke’s “remarks echoed the vigilance on inflation expectations that was present in the last meeting statement, it was certainly less hawkish” than recent comments from some regional Fed presidents, Michael Feroli, chief U.S. economist at JPMorgan Chase & Co. in New York, said in a research note.

Didn’t Discuss Policy

Bernanke wasn’t asked about and didn’t discuss interest rates. New York Fed President William Dudley, the FOMC’s vice chairman, said April 1 that faster-than-expected payroll growth in March shouldn’t alter the central bank’s bond-buying program to prop up the recovery. “I don’t see any reason to pull back from that yet,” Dudley said to reporters after a speech in San Juan, Puerto Rico.

Dudley also said that “provided commodity prices level off around current levels, the effect on inflation should be transitory. But we will need to ensure that commodity-price pressures do not cause inflation expectations to become unmoored.”

Bernanke’s prepared remarks focused on regulation of clearinghouses for financial trading. Bernanke said the U.S. should subject such institutions to “strong” risk-management oversight to minimize the chance they’ll require emergency government aid.

Fed officials are “nervous” about inflation, including food and energy prices, said Jason Schenker, an economist who attended Bernanke’s speech.

“Everything is dependent, truly, on what happens with commodity prices,” Schenker, president of Prestige Economics LLC in Austin, Texas, said after Bernanke spoke. “If they remain very high, this is tough.”

In 2010, results from the 300-metre drilling program, on the La Ortiguita property, confirmed the potential of the silicified zone in the east part of the prospect. In 2011, a 2,300-metre drilling campaign is planned to test for mineralization in this area.

OVERVIEW

La Mancha is presently conducting exploration on the La Ortiguita copper-gold project, where we are in the process of earning a 75% interest from TNR Gold Corporation. We are the project operator, and have been increasing our ownership in the property under a farm-in agreement that entitles us to reach 75%. We expect to earn our full interest by July 2011."

Technical Details

The La Ortiguita Project contains five distinct target areas for continued exploration, referred to as the Breccia, La Clarita, Filo Fatima, Filo Fartuna, and the Silicified Zones. Exploration conducted thus far has targeted a porphyry copper-gold/epithermal gold system and has found an arcuate band of silicification approximately 300 to 400 m wide that extends over 1.5 km in length and is associated with an approximately 50 m wide shear zone.
La Mancha Resources Inc. has an option to acquire a 75% undivided interest in the La Ortiguita project.

Minmetals Resources Ltd. (1208), the Hong Kong unit of China’s biggest metals trader, made an unsolicited offer of about C$6.3 billion ($6.5 billion) in cash for Equinox Minerals Ltd. (EQN), to gain control of Africa’s largest copper mine.

Minmetals bid C$7 a share, 23 percent more than Perth-based Equinox’s closing price in Toronto on April 1, the Hong Kong- based company said today in a statement. The Chinese-funded bid depends on Equinox, whose shares rose 28 percent in Sydney today, dropping its C$4.4 billion offer for Canada’s Lundin Mining Corp. (LUN)

The deal, China’s biggest minerals takeover, would give Minmetals Chief Executive Officer Andrew Michelmore control of the Lumwana copper mine in Zambia and Saudi Arabia’s biggest copper deposit. Mining companies are competing to secure assets after a dearth of new global projects and demand from China drove copper prices to a record this year.

“The Minmetals bid could prompt another interested buyer to put forward an alternative proposal,” said Angus Gluskie, who manages about $350 million at White Funds Management Pty. “An improving global economic outlook is giving buyers the confidence that prices should remain firm for some time.”

Minmetals, or MMG, a unit of state-owned China Minmetals Group, rose 0.5 percent to HK$6.59 at 11:25 a.m. in Hong Kong trading, giving it a market value of HK$19.6 billion ($2.5 billion). Equinox gained A$1.58 to A$7.29 (C$7.30) at 1:22 p.m. in Sydney trading, the highest since June 22, 2004. Lundin increased 3.5 percent to C$8.33 at the April 1 close of trading on the Toronto stock Exchange.

Equinox’s board will meet to consider the offer, the company said in a separate statement. Minmetals is being advised by Deutsche Bank AG and Macquarie Capital Advisors.

C$8 Bid?

“There isn’t much room to move” for any rival bidders, Anna Kassianos, analyst at Austock Securities Ltd., said in an e-mailed note, citing a possible “ceiling price” of C$8 a share. The move by Chinese state-owned Minmetals will be supported by the Zambian government, given the already strong links between Zambia and China, she said.

Chinese companies spent more than $30 billion last year buying mining assets and oil deposits to help secure raw material supplies to feed the nation’s growing economy. Minmetals owns the world’s second-biggest zinc mine and other assets in Australia, Laos and Canada. Michelmore said in January he was targeting copper, lead and zinc mines.

“Prospective bidders for Equinox Minerals may be reticent to become involved in a bidding war with Chinese interests,” said Tim Schroeders, a Melbourne-based money manager at Pengana Capital Ltd., which manages about $1 billion.

Bid Premium

The offer premium of 33 percent to the volume weighted average Equinox share price of the past 20 days compares with an average premium of 24 percent for resources deals of at least $500 million during last year, according to data compiled by Bloomberg.

“It fits perfectly into the key areas we want to grow in, extending our mine life, expanding our portfolio of regions, leveraging on our management and technical expertise to extract value and most importantly it’s supported by our majority shareholder,” Michelmore said during a media conference call. Minmetals has been studying Equinox for “well over a year” and built a 4.2 percent stake in the company during 2010.

The Hong Kong-based company is offering 11.3 times earnings before interest, tax, depreciation and amortization compared with the average of 7.2 times EBITDA in 10 comparable deals from 2007 to 2009, according to data compiled by Bloomberg.

Curtail Supply

Copper for delivery in three months on the London Metal Exchange traded at a record $10,190 a metric ton on Feb. 15 and is expected to rise as mine shortages curtail supply. Copper would account for 60 percent of Minmetals’ total production in fiscal 2015, compared with 25 percent, should the takeover succeed, the company said in a presentation.

“The global recovery is becoming more broad-based and you’re not going to see any new mines coming on stream for at least this year,” said Christin Tuxen, a Bloomberg top-ranked analyst at Danske Bank A/S in Copenhagen. “You’ve got to be bullish copper for the next few years.”

For miners, mergers and acquisitions are a faster, cheaper route to production than constructing projects from scratch, Standard Chartered Plc said last year in a report. The cost of building a copper mine has more than doubled in the past five years, according to the report.

Buy, Build?

“The costs of acquiring mining leases and building mine infrastructure have escalated materially over recent years, and in many cases it is now cheaper to buy an existing business than develop capacity internally,” said Sydney-based White Funds’ Gluskie.

Producers haven’t kept pace with demand because reserves are becoming harder to find and ore quality is declining, meaning less copper is extracted from each ton of rock.

The offer requires approval from Chinese and Australian regulators. Minmetals lodged an application with Australia’s Foreign Investment Review Board on March 11, Michelmore said.

Minmetals is seeking to acquire a minimum of two-thirds of its target’s outstanding shares. Minmetals completed the $1.85 billion cash and share acquisition in December of parent company China Minmetals’s Australian unit.

All financing for the proposed deal will be arranged with Chinese banks through a combination of existing cash reserves, long-term credit facilities and equity, including investments in Minmetals by Chinese institutions, the company said in a statement.
